Some schools practice streaming at P3, others at P5. Really depends on schools. Some start HCL at P3. So best check with form teacher or other experienced parents.
At P1 and P2, many students score in the high 90s depending on schools. My neigbour who is an active volunteer in her child’s school, shared that the P3s almost all score band 1 for both top classes. Her child is in a popular neighbourhood school. -

At this age, best or second best carries little weight. The boys will suddenly do better due to Science, and the 'late bloomers' or those who did not go for early enrichment will start to shine.
Each year, I pray for good teachers who could connect and nurture. Other things are secondary. But that's me. -

Not sure if this is the same for all schools, but at my daughter’s school, only Maths and English grades are taken into account for streaming into the best classes at P3 level…unless there is a "tie" in grade average between more than one student at the cutoff point. Then, they would look at Mother Tongue grades. In my daughter’s school, to get into the top class for P3 (30-35 students out of a cohort of 210), the students would likely need Math/English average of 90+. Mid-80s would likely be in the second best class.

85 and above is Band 1.
The higher end of Band 1 will be 91 and above. -

Band 3 50 - 69
Band 4 Below 50
Grade Mark Range
A* 91 to 100
A 75 to 90
B 60 to 74
C 50 to 59
D 35 to 49
E 20 to 34
U Ungraded < 20
