You mentioned that you son cannot comprehend who, what, how and why questions right? if so, then he will need a SLT. My son is also seeing a SLT from Leapfrog for the same issue. -

I know Rainbow requires the kids to wear uniform but I don't think other EIPIC centres require that. Maybe because Rainbow is a school (special needs school), that's why they want the children to be in uniform. -

Your baby can read DVD is suitable for 1 to 4 years old.

My son used to attend Rainbow. I may still have his uniform (1 set only). Let me know if you are interested. The uniform is for 4 yrs old or so, it is quite new as he was in Rainbow for only a few months.
I have been following this forum but is a newbie poster. From what I read, your son is very bright for ASD kids. I dun think he requires Your Baby can Read CDs (I have those too but have given it away). The CDs does not teach many words and quite a bit are nouns which flash cards will suffice (cheaper and can self-make). However there's a set of CDs called Action Words (3 CDs, available at NLB) which teaches about 60 verbs. That's good. Also if your son can read simple words already, you can also try a set of CDs called GoGo's (3 CDs, available at NLB). GoGo's teaches the kids sentence structure, it's a bit boring for NT kids, but great for ASD kids. Because the CD have subtitles and they speak slowly and clearly.
