Can anyone share if the following is true? Seems that the remaining slots are shared 50% between 2B and 2C, but 2B will finish their registration and of course ballot if there are overwhelming applicants. Does it mean those in 2B who failed to get a place during the balloting in 2B can re-apply for another chance to apply/ballot again in phase 2C?
