One way to analyse the balloting risk in S1 application is actually to compare the actual 2020 T-score COP against the lowest possible t-score for 2021 indicative AL COP. (or you can convert 2020 t-score to raw score and use AL COP raw score for comparison)
If 2020 t-score COP is higher than AL COP lowest possible t-score, then ballot risk will be high. And the wider the gap the higher the risk.
e.g.
2020 COP - RGS 260, RI 259, MGS 258
2021 indicative AL COP (AL6) - (Lowest possible score for AL6 is 258)
RGS 260 - 258 = +2 (high)
RI 258 - 258 = +1 (med)
MGS 258 - 258 = 0 (low)
The risk level for AL6 applicants can be ranked by high medium or low.
In my earlier example, I have highlighted the risk level of AL11 COP school with 2020 t-score COP of 244
AL11 lowest possible t-score = 224
1) Chung Cheng Main 244 - 224 = +20
2) Nan Chiau 244 - 224 = +20
3) Maris Stella 239 - 224 = +15
From this example, we can say that the balloting risk are higher for the 1 and 2
