Thanks to the recommendations here, I placed my dd on the waitlist for Nicklebee Tutors (Bishan Centre) and she is now being taught math by tutor Zhou. I noticed a marked improvement in my dd's aversion towards math and she now actively does her school math homework instead of being nagged to do so. Tutor Zhou is very dedicated and can be strict if the students do not meet his expectations. In spite of his strictness, my dd enjoys his lessons and she tells me that under his stern exterior, tutor Zhou is actually very patient and humorous.

Definitely worth the premium fees he charges and I am assured that my money is well spent. I will strongly encourage parents to place their ds and dd on the waitlist ASAP.
