May I check grassroots leader and RC community active leader are they the same? I want to achieve phase 2B.

Hi experts,

In order to get into primary school Phase 2B. One of the option is be active GRL. However, the school within 1km away from my place is under another GRC. Can I join a GRC which is different from the school? Or it have to be the same GRC as the school? Will the letter of recommendation from the GRL still works if is different GrC?
