I happened to go for dinner at ‘Xi Hu’ Westlake over the weekend and realised that there is a centre ‘Lexis Education Asia’ in that area.
For those who do not know where ‘Xi hu’ is:

The centre is in the atrium area as well, take a walk around and you will not miss it. Took a peek at their programmes and gave them a call, they say they have Revision programmes which only take in F9 and failing students and are not choosy of students.
Will give them a try this holidays for my daughter and son since they have both not been doing well for Maths.
Given up on the Big centres as I have spent loads of money there with no help. They are too hard-selling of their programmes, don’t like that very much(Education should not be like this). Sounds like a money-churning organisation rather than an education centre.

Although the services have been rendered, a poor one nonetheless on the part of the agency, your friend could argue that it was not service provided up to satisfactory standards.
This is assuming the tutor left abruptly without any clear explanation to your friend.
Therefore, the agency should not be claiming for rendering unsatisfactory service and have failed on their part to ensure this tutor is the suitable ‘one’ for your friend.
This is not from a legal perspective but from one of a consumer.
From a legal perspective, the service rendered only needs to be of adequate level and not one of satisfactory level.
Highly doubt the agent will go through legal means to recover this fee as mentioned in an earlier post due to the small sum of monies and hassle involved.
