If first choice can’t meet cop but second choice meets cop, does it mean auto allocate to 2nd choice?

What happens if his choice school have 300 vacancies and all 300 meets the COP and same score as my child but those 300 put the school as their first choice and my child indicate as 2nd choice. in this scenario , does moe allocate the seat to those that indicate as first choice before even considering those that indicate as 2nd choice ?
