If this condition is not met, MOE reserves the right to transfer the child to another school with vacancies, as the priority admission to the first school was based on the declared address used for registration." -

Think it's either GEP or non-GEP. If a SC child is non-GEP, taking out a foreigner GEP to squeeze him or her in may not lead to better learning outcomes. The non-GEP child will likely thrive better in an environment that suits his pace better.
I applaud MOE for taking this stand. Citizenship should be accorded priority in our 'world-class education system'. :rahrah:ChiefKiasu:
What is more significant is really the emphasis on Singapore citizenship which started in 2014. That really shifted the balance in favour of SCs for the really popular schools.
I am still waiting to see if this will be extended to the GEP at P4-P6. IMHO, this program should be for SC kids only. I do know of quite a few PR kids who were in GEP left Singapore upon graduation.
In GEP classes, cannot expect the teacher to slow down for the non-GEP child when the rest are following lessons like a breeze.
On the other hand, GEP kids may find it boring to sit through a normal class when the pace is slower than what they can handle. So I guess it's good for them if they get in the programme even if they are foreigners or PR.
