Just to take note that if you change to the rented address and that address is used in balloting, then you will have the rent there 30 months straight.

No, this rule is not meant to affect students who are already in Primary School.

The thought flow is as follows:

1) the address you use to register primary school SHOULD BE the address on your NRIC.
2) you should stay in the address used in (1) until the child finishes P2
3) you should not move to another address but not changing your NRIC (this is illegal). Anyway if you are a HDB owner, you will (sooner or later) receive questions why your are a HDB owner but your registered address is not that property address.
4) if you move to the new property and change your NRIC, you FAIL the 30-month test and therefore may be booted out of the school.

Also, please note that if you use Grandparent’s address to register, that will at best qualify as "between 1km and 2km", even if the school is just downstairs.

i only think that in terms of a policy implementation, this is poorly pushed out due to the effective date (being this year).


It is factual that in the past MOE has stated very clearly that you can use either your old or new address (if you have bought something already) to be the registered address. Even if you call them, they will still say thats OK. A lot of parents would probably have worked on this basis and bought something outside 2km.

Similarly, imagine that suddenly MOE says old boys/girls will no longer be accorded priority, effective this year. What are those parents supposed to do? They have already missed the opportunity to do PV, join clans or GRL, etc. Would that be fair to these parents?

Any change in policies should at least have a notification period, isnt it?
