      F3parent:
if i intend my child to participate in the 2020 primary school admission exercise, is it timely for me to start the process to become an active community leader? I know it takes around 3-6 months to be endorsed as an active community leader and after that you need 2 years of service. Or do you need 2 years of service from the time you started the process (including the time you were an observer)

      meaning,
observer time + confirmed community leader time must be 2 years at time of the start of the primary school exercise?
      or
confirmed community leader time must be 2 years at the time of the start of the primary school exercise?

      :thankyou:
My understanding is 2yrs of confirmed community leader (Executive Member).

      ...
Restrictive? Yes, but what else are you expecting from a one-size-fits-all policy?
Not happy, talk to your MP about it - not to get him to write an appeal letter (because it won't work) but to get him/her to raise it in Parliament (though I doubt they would do it 😂 )
That said, if you can't get into the school of your choice, that isn't entirely due to MOE policy / MOE fault. Just down to bad luck (or bad planning) that there are other equally staying nearby parents applying to the same school within the same phase.

Notwithstanding, the key point is you have \"options\" - much better than having no option in the slugfest. You have the option of using P2B or P2C, and the option of choosing a number of schools within P2B / P2C.

I don't know why you sounded upset. I think everyone are just trying to find the best case scenario when they can. That's why I am enquiring here. I am not blaming MOE policy, just wondering if there are alternatives for cases like mine. Understand that the policy needs to cater to all, but wouldn't by distance be a more logical way than by GRC? As we know, sometimes the way the GRCs areas that are cut out can be really wide and odd. I believe being near to school is more important (Maybe this is just my person thinking).

      Hi all

I have a situation. I am an active grassroot leader.

I bought a new property and plan to move in by end of this year. The nearest school near my new house is in another GRC. Thou OneMap states that there are 4 primary schools within 1km from the house (I suppose they used straight line to measure), when I tried to google map the distance, the nearest school from the house is only 650m away while the other 3 are more than 1km. (btw, 3 out of 4 of the schools are in another GRC as the house is right at the end of that GRC).

My understanding from PA staff is that the letter I get from PA only allows me to register for school in the GRC of my address. I suppose this mean that schools from another GRC will not recognize my PA letter? In that case, may I ask if anyone had tried appealing for such scenarios? If so, how and what should I appeal for? Can I appeal for a letter from another GRC?

If I cannot apply for the school nearest to my new house, I will consider applying for the school nearest to my existing house and not move for the time being. Understand that PA system would open for parents who need the endorsement letter sometime in May-Jun. I heard there are appealing cases but the process is very long. Therefore, I wonder how should I play my cards? Apply for PA endorsement letter using existing address, appeal using new address and then what would happen? Would I know my appeal outcome before P2B opens for registration?

If someone could advise on the process for appeal and advise on what I should do would be wonderful.

      1. Forget about Google map. Pretend it never existed (same goes to Apple map, Garmin etc). When it comes to P1 registration, there’s only ONE official source - OneMap.

      2. If the rule says you can only apply to this GRC, no use appealing to another GRC. It won’t work (unless your surname is Lee - but then again, one Lee just got charged, so who knows 🤷 )

You can’t exactly stick to your existing address for this P1 exercise and change it to your new one once it’s over. Unless the distance to the school doesn’t differ between your old address and new address (ie both in the same bracket as <1km, 1km < 2km, > 2km), you would have breached the MOE rule and your child will be liable to be deported (ok, “transferred”) to another school.

Your only option, really, is to go to PA and let them know you are moving. They should be able to explain how that would affect your eligibility etc.

Much appreciate the advice. Yah, I understand that moving would breach MOE rule, therefore, if I use current address and got into the school near my current address, I will move only after 30mths. However, I am refraining from doing so. Firstly, because we bought the house with the intent of owner occupation. It's not really near MRT and a little bigger, therefore, it would not be easy to rent out with a good rental (thou I also don't feel like renting out my new house). Secondly is because the school near to my current address is even more competitive that the school near my new address when it comes to P2B, for the past few yrs, it requires balloting even for Spore Citizen within 1km. Think it would be worse this year given that this year's registration are for children born in the year of dragon.

I tried calling PA but response was strictly only the GRC of the address that I use to register for the school. But I find this being a bit too restrictive, as that would mean if I want to enter P2B, I can only go to a school further away from my address. Doesn't this contradict MOE's intent of encouraging parents to register the school nearer to their place? My kids would have to walk a good 16mins to school instead of 8mins. PA staff said that I could only go for P2C for my case, but this would potentially be worse as if I couldn't get in via P2C due to over-subscribing, I may end up not in any of the 4 schools near my new place. Arrrggg... this doesn't work! =(

      Libratigger:

Anyone can enlighten me. Im currently a GRL for my RC. Planning to move to a new estate near sch in another GRC and getting a condo that has yet to TOP. What are my chances of membership transfer? Noting that it will be frm an RC to NC, and which the NC would not have established, as yet.

      TIA.

I remember I saw a reply in this thread that mentioned you need to start all over again in the NC as an observer. There is no 'carry forward' of membership from RC to NC. Moreover, the condo might not even have an NC in the first place.

Hi, any confirmation on the above? I'm likely to be facing the same scenario as libratigger... couldn't find an answer to this... =(
