I just want to clarify here that Grassroot leaders who are “associate members” can participate in P2B as well, not just “executive members”

Taking about affiliation, I always think that CHIJ Kellock is super unrated in Bukit Merah, even though it is the only school in Bukit Merah with affiliation. Why ballot it out at Radin Mas, Alexandra and River Valley Primary School, when you could almost always secure a place at CHIJ Kellock with affiliation?!

Ah I see, thank you. I have previously thought the extra seat always goes to 2B!
It’s just a matter of simple maths.
(1) if the remainder number is divisible by 3, no rounding required
(2) if there is a remainder of 1 after division by 3, 2B will round down (0.333…) and get 0 more and 2C will round up (0.666…) and get 1 more seat
- compared to old system, if there is 1 remainder seat left after dividing by 2, it goes to 2B (you can say 0.5 round up can go to either phase but it seems that MOE decided the first phase that takes place gets to do the round up first) > i.e. 2B is worse off than before
(3) if there is a remainder of 2 after devision by 3, 2B will round up (0.666…) and get 1 more seat and 2C will round down (1.333…) and get 1 more seat as well
- compared to old system, if there were 2 seats, 1 each goes to phase B and C as the denominator was 2 (2/2 = 1) thus no difference -

For the schools I’m targeting, it is a round UP. So in your example, Phase 2B gets 29 and Phase 2 C gets 56. The missing 1 place in some schools might be due to twins instead of the the rounding.
I noticed something when working with the numbers yesterday.
In the past, when Phase 2B and 2C are \"equally\" divided, where there's an odd number like 85, Phase 2B will be rounded UP so it will be:
Phase 2B gets 43 while Phase 2C gets 42
Now with the changes of phase 2B getting only 1/3 of the remainder, the numbers are rounded OFF, so it becomes:
Phase 2B get 28 (85/3=28.33) while Phase 2C gets 57.
The difference was that many schools was missing 1 place in their Phase 2B offerings that could have gone to some lucky folks. Well, those folks are not so lucky anymore :sad: -

Last year (2021), the most oversubscribed school at 2B was Tao Nan at 285%. The numbers would be fiercer this year, with less allocation to 2B from 2A leftovers. I had assumed that the typical-20-vacancies-school would have similar oversubscription this year, but seems like the applicants have jumped in some schools, for eg, MGS, the p2B applicants was 39 and 45 in 2020 and 2021 respectively and it is already 65 in day 1 for 2022. (320%).
On the other hand, some schools could still have many Day-2 P2B applicants, like Maha Bodhi, p2b applications were 53 and 52 in 2020 and 2021 respectively and it is only 23 on day 1 this year. Another one is Holy innocents, p2b applicants were 58 and 47 in 2020 and 2021 resp and it’s only 36 right now.And also SJIJ, p2b applications were 82 and 98 in 2020 and 2021 reps and its only 37 right now.
Still many p2b applicants not yet registered on first day. -

Yeah, swing applicants will be from GRL and some religion affiliations, less so for clan. The typical hot spots will be applicants among ACSP, ACSJ and SJIJ. As usual, ACSP and ACSJ will ballot within 1km for P2B with odds hovering around 40 to 50% and likely a sure in for SJIJ within 1km. Copy and paste for P2C

Since this year would be a record year for the number of schools balloting in 2A, the Thursday 14th July update on MOE website would be super nail biting! -

Most of these keng cases seem to get away with it for the past decade….I am afraid these situation will just going to be exacerbated going forward, in all phases, P2A, P2B, P2C…

Yeah this year, we will see record number of schools balloting in P2A, from the effect of transferring 20 vacancies from P2A to P2C. Many parents would go through the inconvenience and expensive action of moving nearer to their desired schools, and these parents bona fide earn the right to use a new address for registration. However, what would be sad for some of P2A parents is to lose out to some of the “fake” P2C applicants, like:
1. renting an a room in house/condo and leaving it empty to just get the address
2. Buy a property nearby, rent it out (or leave it empty) and continue to use the address for registration’s sake
3. Using “caregiver” address but the caregiver is not really a real caregiver (common for 1-2km)
4. ‘Renting’ from a friend/relative to just use the address and not staying there.
(What other “keng” situations do you know?)
It’s another reality of the social economic divide for the Primary One registration.
