I agree this looks fudged. If you are forced into phase 2C and you don't dare take your chances at popular schools, does that qualify as having been given the school of your choice?

98% probably includes all phases up to 2C. Only if MOE sends you to a school NOT of your choice at Phase 3 are you considered that 2%. And even then, if MOE sends you to a school within 2km and NOT of your choice, you're within 98%. The wonders of statistics.
LOL, another possible reason why the percentage included those getting into schools within 2km of their homes. LOL -

The parents studied there since young but NOT interested to be SG citizen aftre so MANY years? -
Tightening the rules is fine but I think we still also need to be fair to PRs. (Disclaimer - I am a PR but with Singaporean children).
I think they should be accorded the same priority as citizens for sibling registration in the same school. Imagine if you have two or three children in schools in totally different parts of Singapore. Maybe exclude them when it is siblings no longer in the school? -
