Nope, the extra 1 will go to P2B. At end of P2B, if any vacancies left will go to P2C. But if anyone withdraws fr P2A2, vacancy will go to P2C.

During P2B, some will withdraw fr P2A, those vacancies will end up in P2C. Maybe that's why you think some go to 2B and some go to 2C.

There was a note in the P1 registration that if after P2A2, there's an odd number, the extra will go to P2B. I don't remember which MOE website page I found that infor.
