During P2B, some will withdraw fr P2A, those vacancies will end up in P2C. Maybe that's why you think some go to 2B and some go to 2C.
There was a note in the P1 registration that if after P2A2, there's an odd number, the extra will go to P2B. I don't remember which MOE website page I found that infor.
