Probably because what do you do with four places and seven places? Unless those are your only schools nearby, it's probably better to hedge your bets elsewhere. It would have been better if there were 0 places. Then people wouldn't have to think about whether to ballot for a measly four places or go somewhere else. JMO.

Yes, from the same MOE link, online is only for phase 2C and 2C (supplementary) for these 80 participating schools.

To be exact, 27 Singaporeans stayed within 1km, applied CHPS
There appears to be a pair of twins among the 27 applicants. -

I was no 16 while registering at Rulang around 2.30pm. One couple came after me....

From the same link, it seems need not have both parents to be around (sometimes one may be at overseas), but a letter of authorization is required. But both original ICs have to be shown during registration. So those parents standby at different schools till near 4.30pm will have to rush down to the school of their choice.
Letter of authorisation is required only if neither of the parents is available to register. You don't need any letter of authorisation if one of the parents registers personally. However, you do need the original NRICs of both parents.
