Yes, it's not a toss up - the model answer is definitely better in that case. The \"with interest\" goes with the passive \"was read\", not hanging ambiguously at the end. This just goes to show that context is everything.Fried chicken:
The model answer is better. To me, your DS' answer could be slightly ambiguous - 'read by many people with interest' could mean 'vested interest'. The model answer doesn't have that ambiguity and is more easily understood.
But this is just my opinion. I am not a teacher lol.
Is the phrase \"with interest\" considered an adverb? If true, then can I explain that the adverb should be as close as possible to the verb (read) so that there's less ambiguity? -

Post-modifiers of verbs function like adverbs.. They describe the verbs. Drawing a simple example from adverbs to illustrate :

2. The songs were sung beautifully by the school Choir.

This is not quite right, IMO:
- too _something_ to - is better than too _something_ so
