It is said that 8.1 will be a free upgrade for all win8. Somewhat similar to service packs of prior win8 time. -

Yes, was told that it will be a free upgrade for win8.1. I will not download it as I am afraid of some issues popping up. Shall wait for the release of the full version.

it is only a beta, opened for public preview. Not an official release.
In another word, MS is saying \"expect bugs and don't complain if you install this version\" -
