These people are opportunists. Maybe they think that because the supermarket is crowded they can simply grab anyone's trolley and hopefully blend in with the crowd. Moonlighting....get some extra pocket money.

In the movie The Terminal, Tom Hank's character retrieves vacant baggage trollies. Enough to pay for his daily meals!

previously there was a news report about a man and a woman helping people load their purchases from trolleys onto taxi and returning the trolley back to the trolley stands. In return, the man & woman keep the $1.
Most people interviewed were fine about it as it was a problem for them to return the trolley themselves anyway.
This NTUC case is different. Snatching trolley within the supermarket

I also live near Jurong Point, and I have seen customers pushing NTUC trolleys all the way back home, dig out their $1, then just threw the trolley at the lift lobby of their block or at the road side.
I think this is more evil -

at least it has not become like certain other countries, where there are homeless living out of stolen supermarket carts.
There will always be low life/no life people everywhere. I do not pity them. There are so many avenues for help in Singapore, there are many low-paying but stable and proper jobs, if they don’t mind. They’re just lazy and prideful.
How a person with arms and legs can allow themselves to degenerate to such a state, is something i cannot comprehend. -
Once I met a cleaner at Jurong Point, wearing the cleaner uniform, who asked whether he could help me to push the trolley back. I said no, then later I realized that he was doing it to earn extra money.
It could be that a person already had a low paying job, but needed the extra money to buy things for his kids. I do pity that cleaner and I should have let him help me.
My mother told me that it was really tough managing a house hold with little money. She had 2 low paying jobs at the same time, working from 7am to 11pm every day. She used to walk a long distance just to save 10 to 20 cents. Every little bit of money counts. I guess we have to experience real poverty before we can really understand.
