You don't need both parents to be present for the registration. However, the person registering needs all the original documents.
Some schools require original documents to withdraw, others don't. Best to check with the school. -
For Phase 2C - St Hilda’s Pri School, Poi Ching and Tampines Pri School, based on last years’ statistics, do i have a high chance of getting my Dd in. Assuming we are in the radius of 1km and are SC.

If parents had already submitted their forms to school earlier in April, then no need to go down tomorrow.
Because school would already have all their sibling's documents, and had processed.
From April to June : they would have gone through at least one round, internally, checking through the documents submitted earlier, one by one.
Schools had already punched in Phase 1 data, into school computer database, waiting to be uploaded.
Unless there happen to be parents who last minute had missed out enrolling kid under Phase 1 earlier, under unexpected, unusual circumstances.
Then they'll walk in tomorrow. But normally this is rare.
What happen is tomorrow (officially Phase 1) : schools will start uploading confirmed data from their respective school servers, into MOE centralized server.
There is a lot of work, to do.
When MOE IT department start receiving data from 100+ schools all over Sg, IT designated teams will start processing, quickly.
At around around 7.15 pm onwards thereabout, once everything finalized, MOE will post info onto her website to announce / broadcast : the Total number of Phase 1 candidates successfully been enrolled, in each school, for parents (public) to see. -
