But it's not a final number. The 330 was the Dragon babies year. I'm sure we'll see the number of places offered going up again starting next year.

You have a point there. I have been wondering about the rationale of using absolute numbers rather than percentages. Actually, using absolute numbers works better in cases where the total number of places being offered is lower. That's when the number 40 really bites. So that could be the thinking behind the rule. -
