(3) fewer. Buns are countable, so 'lesser' would be incorrect. (1) and (2) would not be correct as you need a comparative term.Please help and explain.

Why? Because \"provided that\" (though \"conditional\" in nature) doesn't quite trigger the SUBJUNCTIVE MOOD. Use the INDICATIVE MOOD, which takes the 's', as Piggylala has suggested.
