See link belowIf a child has an Indian father and a Chinese mother who had studied Chinese before (or vice versa), mother tongue can be Tamil or Chinese.
But what happen if a child has an Indian father and a Thailand Chinese mother (never studied Chinese before : only speak Thai language), but child is PR, enrolled into our local school here, can Mother tongue still be Chinese ? Although mother did not learn Chinese before, but she is a Chinese woman.

Most likely can apply for exemption from second language.
There are other criteria for exemption as well:

But if no intention to study Chinese, why even bother getting into a SAP school? It's depriving others who genuinely want to learn Chinese, of a place.

ansari:
Err... If http://www.kiasuparents.com/kiasu/content/bishan are used as a guide, I suspect your chances of getting into the school are much lesser than 80% (and could even be lower than 50%) if you apply in P2C and staying within 1km.Hei guys,

SAP schools have a more conducive environment for learning Chinese. That's the reason why many parents want to place their kids in a SAP school. And also why SAP schools were set up in the first place. Otherwise, any school will do. They do a lot more Chinese related activities than other schools.

higher Chinese is more challenging compared to standard Chinese in a non-sap school. furthermore, higher Chinese is first language and compulsory.
I spent a great deal of time coaching son in higher Chinese at the expense of English & math when he was in p1. fortunately he survived HCL until end of P4 and switched to standard Chinese at p5. -

I have a Indian friend whose daughter is studying at Aitong. By P5 she had to go back to normal Chinese as it higher Chinese is getting difficult. She also had extra Chinese tuition outside school. You can send your kid to Berries to get him ready for P1.
Did the school tell you the chance of getting in is 80% at 2C within 1 km ? :?
I will be more conservative at 50% at most. Last year was a easy year, as it was the first year the 20 seats reserve for Phase 2C make it seems very hopeful, 31 spaces 47 applicants, even with this number is 65% chance, which is probably one of the easier year to get into Aitong ... otherwise it has been at most 50% chance only. Let's see how it goes this year.
Do check out the historical TUR rate.

even though staying within 1km, there would still be balloting for such a popular school. -

HCL is compulsory, in a number of IP Sec schools now.
Many parents targeting their children to enter IP schools, prefer them to be exposed to Higher Chinese in primary schools, earlier the better.
Which primary schools offer HCL ?
SAP schools plus a few non-SAP schools.
Majority of non-SAP schools start HCL in Primary 5, which to some parents targeting IP Sec schools, may feel is late.
That is why nowadays, we see even non Chinese race parents also targeting their kids to enter primary SAP schools.
Besides, China is a booming economy, they want their kids grow up, be able to communicate in Mandarin, for the benefit of their children, in case Mandarin is required in their job scope one day.
