Just thinking out loud, will parents of children born on 1st Jan 2013 have the option to register their child in 2019 instead of 2018 suppose they don't want to compete with the dragon babies?

thought it is compulsory that those born on 1st jan will register with the prev batch? so in her case, she will have to fall under 2012 dragon batch.
she can register under year of the snake with those born in 2013 IF she has a medical reason....that's my understanding.
From MOE:
The Primary One (P1) Registration Exercise is for children who are at least 6 years old on 1 January at the year of admission to P1.

For example, the 2015 P1 Registration Exercise is for children who are born between 2 January 2009 and 1 January 2010 (both dates inclusive).

Under the Compulsory Education Act, children born between 2 January 2009 and 1 January 2010 (both dates inclusive) have to be registered in the 2015 Primary One (P1) Registration Exercise for admission to P1 in 2016. If you wish to defer your child's entry into P1, you would have to write in to Compulsory Education Unit for approval.
So for your niece, there's no option and she will have tougher competition due to dragon year, unless there's a strong enough reason to defer, but you need approval from MOH.

Thanks, qms! The following year, 2018, would be a truly nail-biting year for P1 Registration, with the bumper crop of Dragon babies!

Will be interesting to see the number of shows that require balloting in P2A(1) and P2A(2) in 2016 and 2017. Could send a lot of shivers down the parents of cohort 2019.

Parents should seriously consider joining their desired schools' Alumni sooner than later, if they are really concerned.
