As for public places such as clubs or swimming pools, I think that person probably got some exhibitionist tendency if he expose himself for prolonged period within the changing room. I doubt other users will be comfortable about it. -

But it is a pre learning experience as ds din get culture shock in Japan and Korea onsen.
