The answer: it depends on the school set up.
It will be good if someone is 'proactive' enough to check out what 'staff member' means though. Cleaners and security guards are employees of cleaning and security companies/vendors so strictly speaking, they are not 'staff members' of the school. Canteen and bookshop vendors are usually seen as independent vendors. If they are also staff members of a school, then how does MOE draw the line between these vendors and music instructors, cca instructors and enrichment vendors who also provide services to the school?
A long time ago, cleaners / security guards are employed directly by schools / MOE (some of them even has a house / place to stay in the school). Under this arrangement, they fulfill the requirement of \"a staff member of the school\" and will be eligible for the earlier phase.
However, most cleaners / guards (these days) work for the firm that is being contracted to provide the service to the school. Hence, they are staff member of the contractor and not of the school. They won't meet the requirement and are not eligible for the earlier phase. Independent vendors, including canteen operators, are never staff members of the schools. -

So it's a mystery why people say that their kid could enrol in the school when their PIL were canteen vendors

A long time ago, things were a lot more flexible and the schools had more discretion who they choose to take in. These days, not so much.

That would have been my guess.
If an appeal goes to the school, the school is more likely to be sympathetic to the one whose grandparents have to make the teachers' coffee everyday. -

As caveated, this person didnt reveal if PILs live/d within 1km (possibly via S.D). IIrc, she only gave a brief reply: \"nope, we arent alumni but my pils hv a stall at their canteen\"... :scratchhead: I wasn't too interested in p1 reg chats back then to probe further. Lol.
But before best sourcing and defined rules came about, it might just be possible for some mission, kampong or clan schools to include them 40yrs ago.
Ok bk to GRLs and PVs...which is what Dragon ksps want to find out. -
Hi, If a person gets registered as GRL (confirmed) before June 30th 2016, will he be eligible for registering his kid under phase 2B in 2018 (for P1 2019) ? any idea ? Thanks.

Hi,
Yes the current ruling is you have to be confirmed grl (executive member) for 2 years before registration date to obtain the p2b letter. So u need to be grl before 30th June 2016 to enrol in 2018 (for kids 2019). -
