    2016 P1 Registration Exercise for 2017 In-Take

      Good evening to All, asking on behalf of a friend…


      Lets say a parent registers her child under 2A2 and got into the school… But the parent decides to transfer the child out to another school in January (next year). The question is can it be done? Or must the child attend one full year first before she is allowed to be transferred out?

        It depend on whether the school you want to transfer to : has vacancy, or not ?


        And how many applicants are there on the Waiting list, if a vacancy arise, after the entire P1 registration exercise is over, and closed ?

        How many applicants from Phase 2A, Phase 2B and 2C, have been balloted out, put on the Wait list ?
        Also, subjected to who the School Principal select, or wish to give the vacancy to, if a vacancy really arise.

        For example

        If say, the primary school you wish to transfer to, has a strong niche, advantage in Sports gymnastics (can be Artistic gym or Rhythmic gym), and your daughter at kindergarten K2 say, happen to have participated in junior championship at K2 Gymnastics, then perhaps out of the many applicants on the Wait list (from Phase 2A/2B/2C balloted our), your daughter stands out hand & shoulder from the rest of the other applicants on the Wait list, then Principal may select your girl, give your girl the chance, should a vacancy arise.

        Second example
        Say, this extremely popular primary school, has a niche advantage, in golf. Year in, year out, this school always win Gold medal in golf, at inter-primary schools’ Sports competition.

        If your P1 daughter know how to play golf very well, and the school niche Cca happen to coincide with what she has to offer, then Yes, her chance of transfer into the school, is high, as compared to other applicants on the Wait list, who do not know how to play golf.


        As you know, your child born 2010 : has come under the new Psle Banding Assessment system, in year 2022 (Psle). Hence, what Cca talent your child has, will be evaluated upon & taken into consideration as well, besides showing academic results, when come to seek transfer, to primary schools.

        Key question to ask yourself :
        Besides academic, do your kid have any niche Cca or demo, good character values in P1, eg : being selected as a class moniteess ?
        All these are being considered, during transfer


        Usually, P1 very few transfer, occur, esp in popular primary schools.
        Some cases : parents are overseas working, seats had been reserved for their children on LOA (leave of absence), cannot touch their seats, as they will come back one day.

        Earliest would wait patiently until end of P2, if not, wait until end of P3 more transfer movement tend to arise, after the release of P3 screening Gep results.

        If a school is not popular, it might be easier to get a transfer

          for popular schools, there is usually a long wait list. there is no exam in P1 for the child to be assessed...so you would need to wait till end of P2 when there is a final year exam. With the results, you can apply for transfer.

In her case, she is residing at Bukit Batok… She is applying for Ai Tong under 2A2…she wants to know if after her child gets into Ai Tong and she wants to transfer to another school (near her house) next year… Is there a rule to deter her from doing that?

              I don't think there's such a rule, but if that is the intention, why bother to register in Ai Tong in the first place? Changing school can be stressful for the child as he/she will have to re-adjust with the new environment, new rules, new friends, etc.

                You may ask your friend / relative :
                Is there any particular reason why she want to enrol her child into Ai Tong under Phase 2A(2) first, then subsequently seek Transfer out, later when the time is appropriate ?

                Is it because she want to hold Ai Tong report card for minimum at least one year to 2 years first, before seek Transfer to another school in Bukit Batok, so that the Ai Tong report card in future one day can serve as evidence that her child is an ex student, had studied in Ai Tong before ?

                When seek Transfer, to another primary school -
                The more popular or the more desirable the school is, the more applicants are found on the Waiting list, the greater the competition (& vice versa)

                If no particular reason to hang onto the Initial Phase 2A(2) primary school, then there is no need to seek any Transfer.

                Phase 2C (open to public) : is open up to 3 days.
                On the last day of Phase 2C registration, once confirmed that the School in Bukit Batok does not require her to ballot, she can withdraw her child from Phase 2A(2), and enrol the child into the school at Phase 2C.

                But if balloting is involved at 2C : safer to stay put at Ai Tong

                  I need advice. I have 3 girls and I stayed in Yishun and is 1km-2km of Chongfu Primary and that was my first choice. However hubby's community leader involvement did not qualify for the Phase 2B. The girls are currently housed in Hougang, at my mum's place, so is the preschool. Holy Innocents' Primary (HIPS) is my Ala Mater school where I am eligible to register under Phase 2A (2) and it's 20 mins walk/ 10 mins drive from my mum's place. Random note, my in law stayed in Yishun. But... here are some consideration pointers:

                  1. HIPS is shifting to AMK for 2 years.
                  2. My mum place is not conducive to study (as my eldest girl will not be keen to study with the sisters around).
                  3. If she is in Chongfu, my Mother In Law can assist and my husband can eyeball her.
                  4. I need to get her into a good school so that... the other two will benefits.
                  5. My second one will be eligible to go into Chongfu under Phase 2B next year.
                  6. If I put my elder in Chongfu, she will somehow be separated from the sisters but Chongfu is only 10mins away from my house.

                  I was reading through all ballot history and etc. Taking into consideration, I really don't know if I want to risk to place her into Chongfu under Phase 2C as it is a Tiger Baby year. I do not know if CFS will conduct ballot at 1km-2km range or cut off at 1km (Pls pardon me, I do not know how to read the chart @ http://www.kiasuparents.com/kiasu/content/yishun?

                  What should I do?

                  A friend was telling me to put the elder one in HIPS for 1 year and transfer her after my 2nd one got into CFS. But... I don't want her to reset her adjustment to the school life.

                  Any chance to appeal? Can email me at [email protected] if there are 2 sponsors under SHHK who can assist.

                    Historically, Chongfu requires balloting for SC <1km under 2C since 2006, so it's very very unlikely that there'll be any vacancy for 1-2km. Hence, the choice is quite clear actually, only HIPS left for your eldest one. As for study part, you would have to manage some how, no choice. How sure are you that your 2nd one will be eligible for 2B next yr? If 2nd one really gets in next year, you can then consider whether to transfer over your eldest one & that is provided the school has a vacancy for her. Transferring of school may not be that easy for popular schools as they probably have a certain waiting list & your child may not be able to get the transfer either.

                    If you really want to try Chongfu for your eldest one, maybe you can 1st register for HIPS under 2A2, then when come to 2C, monitor Chongfu's registration, if oversubscribed for <1km, then you just have to stick to HIPS but try to put her in waiting list for Chongfu & wait for news, sometimes, a child may transfer out before 2017 school starts & your eldest may get a slot. If not, continue to wait for Chongfu & see if can get a slot anytime in 2017 but you would have to manage her adjustment to new school, good news is that she can study together with her sisters in future if 2nd one confirms going Chongfu, 2nd one studying in same school may be able to help her to adjust to new school. Alternatively, if you don't want eldest one to make adjustment to new school after settling down in HIPS, then perhaps you can consider if you want to register all your girls in HIPS then.
