For SC <1km who didn’t manage to get in, are they able to move to another popular school that also goes under balloting for 2C?

I don't think so. By the end of 2C, all the popular schools would have been filled up. They can only go to the less popular schools in 2C Sup. -

Unfortunately MOE does not allow participation in earlier phases once they are over. ChiefKiasu has listed schools with available places. See main page articles under 2C supp. You can choose a school that still has vacancies. -

I see. So if a kid fails to secure any schools that are <1km, he has to settle for one that’s further away?

Yes, unfortunately. But most areas have schools that are not filled up by 2C. See this link for available schools. http://www.kiasuparents.com/kiasu/event ... -phase-2cs
This is the main risk of going for a ballot in 2C. But this year several school that have been filled up by 2C in the past still have vacancies eg. St Stephen's, Geylang Methodist. If you want schools in this area, Farrer park primary and Balestier hill primary still have places available. Hope this helps. -

Not necessarily. There are some schools around the area with lots of seats in Phase 2C Sup, such as Balestier Hill, Farrer Park, Bukit Timah, Stamford or Bendemeer. If you don't mind the distance, you can even consider Guangyang or Townsville. -
How is SJIJ in comparison?

Historically, you should be able to secure a place in SJIJ in Phase 2C if you live within 1km from the school. However, the same as ACS, there won't be any seat left after Phase 2C is over. So if you happen to live within 1km from both ACS and SJIJ and want to avoid balloting, you can register in SJIJ directly in Phase 2C. -

SJIJ went for balloting more than 2 km this year. Last year ballot in phase 2C was bet 1 to 2 km. If you are SC within 1 km and applying to SJIJ in phase 2C, it should be quite safe. But if ACSP and ACSJ are oversubscribed, many parents will head over to SJIIJ on last day of phase 2C. None of these schools will have places for 2C supp though.
