For phase 2B, does staying 1km also goes into this phase? Does it make a difference if I am PV and staying within 1km? In the case of balloting in 2B, being a PV have higher chance than those in 1km? Or all will have to go through balloting regardless if you are from clan/church/PV or within 1km?

You're missing the point. Being a PV is to give you the privilege of registering your child in Phase 2B, but distance will still play apart in the event the number of applicants is greater than the number of available seats. Everyone in Phase 2B within the same distance range has the exact same chance. No other priority other than distance. -

For each of the Phases 2A(1) to 2C Supplementary, where there are more registrants than vacancies in that phase, then there will be balloting where distance plays a part.

You are confused.
There are 3 factors at play in P1 registration.
First, it's your relationship with the school.
This determines which phase you belong to: Phase 1, 2A1, 2A2, etc.
You want to be able to register in as early a phase as
possible because there will be more seats, and less competition.
That's the point of being a PV...to qualify for phase 2B
rather than phase 2C which is open to everyone.

After determining which phase you are in, the next important factor is
the citizenship of the child. Simply, citizens have priority over PRs.
Then finally, the last factor is the distance of your home from school.
Basically, those living within 1km has the highest priority to get a place
in the school, followed by those living between 1 and 2km, and lastly
those outside 2km. -

There is no such thing as being in 1km as a phase.
Read the MOE information carefully.
