I think you can go straight to the schools with vacancies and apply. I believe you can do this anytime before phase 3 is open to foreigners.

From my thinking, maybe the number of all SC residing within 1km registered was exactly 53 seats, therefore priority is to them, while the 16 others are >1km?

All oversubscribed schools will appear on the ballot page. Just read the fine print for actuals.

school fees to increase, from 2017 (January) -
School fees will increase by $20 to $60 per month for PR students, and by $20 to $150 per month for IS.
