I would like to check whether there's any chance of getting in Catholic High (PRI) during Phase 2B if one stays between 1km - 2km?
Or what happens is the parents are turned away from registration because there's balloting even for one who stays within 1km?

If, by chance, there were space available for PR, those living within 1km would
be balloting for them first. So PR outside of 1km pretty much has no chance at all.

More often than not, CHS only has places for SC within 1km in Phase 2B - the only exception was last year (first time in nearly 10 years) where balloting occurs between 1 to 2km for SC. It's safe to say last year was an abnormally (Tiger year, low birth rate) which won't happen again for some time and Phase 2B is likely to go back to status quo, i.e. ballot for SC within 1km.

You probably will have no chance (given home address of between 1km and 2km) and PV will likely be a waste of time. You will also face an uncertainty of balloting should application heng heng extend to 1km to 2km that year. -

It would be a miracle if you even qualify to enter the balloting.
To increase your chances of getting into CHS, the only way for you is to move to within 1 km.
If you can get into PV, then at least phase 2B you have a chance for balloting.
And if phase 2B you didn't get, at least you can still be in phase 2C for balloting if you are within 1km.
Also, doesn't mean if you want to join PV, CHS will take you.
CHS won't let anyone comes in and do some menial jobs such as be traffic warden or be gardener.
You have to pitch a good plan / proposal to market yourself, saying what you can do to improve CHS or help the students of CHS. -

As per Careermum post, they don't need PV of the traffic warden or librarian kind. Interested parties have to submit a detailed proposal of their plan and how their proposal would improve or benefit CHS. It is then up to the school to evaluate whether your proposal meets the school's needs.
I think it's easier to join a Catholic Church.
