As for the rest, what do you think is the likelihood for such exchange to be successful?
Very unconventional. Out of the box thinking. Very left field. 100% for creativity.

But your chance of success is 0%.

Hello guys, this is my first time here.

We will be registering our boy into ACSJ under phase 2A1 but we are living @ Bishan, next to Catholic high in fact. I'm not sure if this is conventional, but we would like to seek out an exchange with another parent who has sights on entering ACSJ but has alumni for Catholic high primary.

We would most likely need to secure our respective places in each school, before we talk to principal/MOE on the arrangement. Any parents in this current situation that is keen to have a further discussion?

You must be a businessman. However, being an alumni of a school does not allow one to trade entitlements like commodities. That's the difference between a public and a private good.

Interesting idea...U may try, post your offer in the ACSJ thread to see if there are any takers. If I can, I would also sell off my St Nicks alumni privilege seeing as I don't have any daughters.

The problem is, if word ever leaks out that you are successful, you will incur the wrath of people who can only go thru phase 2C. Both ACSJ and Catholic High require balloting for citizens living within 1km of the school, people are willing to move house just to get a chance for the lucky draw, you think they will let you go easily?? Not very wise to post your strategy in public IMO...

One of my friends is an alumni from Catholic High and he managed to secure a seat there in Phase 2A1, but he let it go and he registered his son in ACSJ in Phase 2B. Please note that to secure a place in ACSJ in Phase 2B, you should leave within 2km or you'll risk balloting. Even then, 1-2km is not really secured as there might be more and more applicants within 1km.

For this matter, you can't talk to principal/MOE as the registration process is transparent. No shortcut or under the table transaction allowed. For sure you won't be able to secure a seat in 2 schools at the same time.

By the way, I'm quite confused reading your post. You're an alumni of ACSJ but you want to register in Catholic High? You can secure a place in ACSJ first, then you can weigh your chances in subsequent phases to register in Catholic High.

Frankly, your chance to get a seat in Catholic High is quite low if you're not an alumni as balloting usually happens for applicants within 1km in Phases 2B & 2C. Should you join the ballot and fail, you won't be able to get your seat back in ACSJ. You'll have to register your son in other nearby school which still has vacancies in Phase 2C or Phase 2CS.

alumni is given to the old boy/girl. it cannot be transferred to another person. register your son in ACSJ under 2A1 to secure that seat. if you wish to try for catholic high under 2C, you may monitor the vacancies when 2B phase is over. p1 registration process is transparent. no principal nor parent will take that risk.

He was trying to find an Catholic High alumni who is targeting ACSJ, so as to carry out a 1-to-1 exchange of his phase 2A ACSJ placement with a phase 2A Catholic High placement.
This is shocking news! There is a shortage of places for the first time known in (KSP) history? Where will the extra 404 kids go? Does it mean there are not even any places left for them after phase 3?

We have no idea. Perhaps they were children born to foreigners who left the country. Or maybe their Singaporean parents migrated to other countries.

We just checked our numbers again. The data is http://www.tablebuilder.singstat.gov.sg/publicfacing/createDataTable.action?refId=3733.
While it is true that total life births in 2011 is 39,654, the actual life births to residents is only 36,178.
So there should still be plenty of places left for SG citizens and PRs. So most likely the impact is on foreigners. They have really closed the floodgates to foreigners.
Last year, my colleague attempted to enrol his son (foreigner) into a local school under Phase 3, during 2016 P1 Registration.

In the end, not successful.
MOE didn't allocate his son a place in any of our local schools, end up eventually he enrolled him into an International school, where school fee charges $1,500 per month. Colleague said school fees ex, cost of living in Sg v high, but what to do ?

When his son turn P2 next year (2018), he will enrol his son to take AEIS P2 test. AEIS test start from P2, not P1.

Colleague currently sending his P1 son tuition
in key subjects every week, prepare him for a year, just to ensure son is familiar with local Sg Moe syllabus being tested during AEIS test, although currently studying in an International school. He said in the International school, syllabus is more the hands-on \"playing\" type, than serious academic learning stuff.

If son can pass test, if have vacancies arise, Moe can give him a seat, colleague will then transfer him over from International school, into a local school to study, for rest of his journey.

There is no such scheme. You can't do 1-to-1 exchange. If you let your secured seat go, it will just be released to the pool for the next phase.

Indeed we must think differently and out of the box to be successful in life.

What I’m trying to do is obtain a place in 2A1 and simply swapping it with another set of parents also secured in 2A1. I don’t see that as detriment or breach of system or unfair as both of us are giving up alumni entitlements in exchange for better logistics for our sons. It is NOT an attempt to swap before securing our respective places.

In the end of the day, it’s a win-win situation and MOE/Schools do not lose too because they wouldn’t know
the merit of each student. If kids are allowed to transfer at P2/P3 then I don’t see why they cannot transfer before enrollment if both parents are consenting?
