Just to share my case:

Once we decided to rent an apartment to stay near the primary school we hope to get in, our preparation actually started a year before P1 registration.

We went from recee to many different viewings, shortlisting a few units, negotiation on price and furnishing, signing of agreement, packing, moving and changing of address. All these take longer time than expected.

So, better play safe. Prepare for your shift early.

I also prepared about a year in advance and managed to change my address about 6 months before registration date.

Dear parents, can ask whether we still can change home address now (e.g. before 25 Jul) to register for this year’s Phase 2C? As we are still considering whether to rent a place for 30 months for kids’ school… Thanks

Cannot. See the FAQ on MOE website. It says very clearly \"at least 30 months from the commencement of the P1 Registration Exercise on 29 June 2017\".

Hmmm. The date part seems like a new addition to the clause. Previously I think it's not stated. Can anyone confirm?

It is not new. Confirmed it was there for last year’s registration because my DS was affected. As for the year before that (when the 30-month rule first kicked in), that one I dunno.


They will update the exact date every year based on the start date of Phase 1.

I've written to MOE to confirm this, but from their reply, seems it's still allowed to change address now.

Thank you for your latest email of 5 July 2017.

We would like to share that for the 2017 Primary One (P1) Registration Exercise, the address used should be the parents’ official residential address as reflected on their NRICs at the point of the registration.

That was how I interpreted the policy.


From the FAQ:
The 30 months stay requirement is applied from the point of P1 registration onwards. For example, in the 2017 P1 Registration Exercise, the 30 months requirement starts from the commencement of the P1 Registration Exercise on 29 June 2017.

You don't need to be staying at the intended registration address on or before 29 June 2017, but you will need to stay there till at least 28 December 2019 (thus 30 months from effective date).

That's my interpretation but I could be wrong.

Called MOE hotline to ask before.


They don’t care when exactly you move in but your NRIC must show the correct address on the day you register. Which means you need the Tenancy Agreement or Completion of Sale done, then change NRIC address before you register. After you get the seat, you should be living in that address till end of P2.
