Because PR in 2B comes last, after the 1-2km SCs and >2km SCs. Why would they apply when they see zero chance for them at St Nicks?

Did you enrol your daughter into St Nick this year on-site, were u there physically at St Nick premises, to confirm that All 23 are SC ?

I can say I am 100% sure there are no intelligent PRs who applied. There. -

Then why those 2 SC (1-2 km) and 2 SC (>2 km) still remain there, wasted 2B chance instead of enrol at another school, knowing they have no hope, with 23 SC > 21 max seats (<1km) ?

Probably because they don't have other schools to apply to? P2B is not P2C, so you don't always have more than one school to apply with. -

Anyone can buy within 1km easily.
Bendemeer lights 3 blocks of 40 levels.
Cityview another 3 blocks of 40 levels.
Plus all the older houses - which people can buy,
