The above can also be read for a tenanted property. You show ownership of the property (in lieu of commitment to buy, since it's already yours) and the legal date of possession (i.e. when the tenancy will end). You have to sign a letter of undertaking to move into the new property by commencement of P1. You have to reside at the new address for at least 30 months from the commencement of P1.
Whether tenant used the address last year is not the issue. Just like resale property (and it could be a 99 'lease' or a 999 'lease'), hundreds of people could have already used the address for P1 registration before you bought the house. 'When' you intend to take over legal possession of the property is the key. The tenant is NOT allowed to use the address after Sep 2019 as the owner will be taking back the property and will move in BEFORE the commencement of P1. BTW, owner should not be changing the address on his NRIC before the lease expired / moving in as that will be illegal.

The resale Housing & Development Board (HDB) flat's/ private property’s address can be used provided you are able to produce evidence from the relevant authority that you have committed to the purchase of this property and you are still in the midst of completing the purchase at the point of registration. In the case of resale private property, the exercised Option-To-Purchase (OTP) together with the buyer’s Stamp Duty Certificate are the official documents required for the use of the resale private property address for P1 registration.

The resale flat application status can be retrieved and printed from the HDB Resale Portal under HDB e-Services.
A child who gains priority admission into a school through the home-school distance category using the address of the new resale property is required to reside at the new address for at least 30 months starting from 2 January of the admission year.
As for tenant, if the tenant has already fulfilled the 30 months requirement, that's good for him. If not, bad news (and frankly, it's none of the owner's concern). In such case, the tenant probably has to look for another property in the same distance-priority to fulfil the 30 months requirement. MOE had also addressed this in their FAQ:

I don’t see why you as the landlord cannot just give the tenant early notice.
When I wanted to sell off my HDB, I gave my tenant early notice and in fact they were very grateful that I informed them earlier. So that they could use the next few weekends to hunt for a replacement rental unit. And they did, same block in fact. Earlier than I expected. So both sides were happy.
Even if your tenant has committed to the 30-month period, landlord terminating earlier is fine by MOE, just troublesome for the tenant to hunt around for a same-distance unit in replacement that’s all. Who knows, they may get a better price and thank you for it. -
Agree with zac’s mum suggestions.
Moving is never a walk in the park. However, my guess & sentiment is similar, that yr tenant might welcome the early notice to enable them to find somewhere within their distance priority & they might scoop a lower rent in their hunt.
Do aim for win-win outcome. If u discuss with yr tenant, they might appreciate yr need to make best effort to enrol ya child to yr preferred sch and afterall you own a property for yr purpose.

Thanks for the suggestions everyone.
Since the registration for my son will be next year, I’ve decided to try my luck to get into the PV program first. (statistics shows that all PV parents gets a place).
Currently I’m also staying at a rented place which means I would have to break my own tenancy agreement (have to pay for defaulting agreement). And current place is just next to my son’s kindy.
If all else fails, I will then discuss with my tenant and my own landlord.
Such a dilemma, didn’t realise they depend on address on NRIC. If I would have realised earlier I would have plan out both the rentals better. It’s my own fault. -

Pls note the address you use for P1 enrollment will be the address MOE start sending all info & correspondence e.g. for Orientation, for reporting to school. If u’re using condo (ownership address), any correspondence will be sent to that address which might be a headache to co-ordinate & u might miss timeline. Just highlight possible problem.

Strange and worrying that they are giving 2 different answers here. But the school and MOE gave me the same response, which is use the NRIC address only.
