and also need to shift within 1km to have a chance - as 2018, the balloting with done for those within 1km.

If you are referring to next year registration, you have missed the PV application deadline which was on 31 May 2019.

No chance for PV now. PV can be any distance, but no guarantee to register if you stay too far.
