ESIS is a scholarship offered by MOE. It is given to top 1/3 of all sec 1 students eligible for Independent Schools. So yes, the cut-off for ESIS is different every year.
ESIS is offered for 6 years and as long as you get promoted to the next level and exhibit good conduct, you can continue receiving ESIS.
However, besides ESIS, RI offers school-based scholarships and other financial assistance. These are not spelt out on their website coz it is on a case-by-case basis. The best way to find out what type of financial assistance is available to your child is to call up RI. They will be more than happy to give you the details. And yes, there are financial assistance that goes beyond just covering school fees.

Moe website says "
5.1 Upon the release of the PSLE results, students eligible for the ESIS will be informed".
That means we will know if our children gets ESIS when they collect their PSLE results… -
If your secondary school is not an independent school, you will not enjoy the ESIS. If you are in a non-IP school, I think the school fees is about $28, if you are a Singapore Citizen.

ESIS is top 2% iirc, been paying Rgs $140 per month (incl sch hols Jun n dec) since last year, 140 is after subsidy, original fee can search, public info. It’s still 10x public sch, not cheap at all even with subsidy, not even sure the quality of education received is proportionate to sch fees
