3 years on, still no update on this issue raised in parliament.

Are you sure? Schools like NYPS, Pei Hwa, Roysth how much % taken up by alumni? And how many staying >8km?
With P1 registration coming up, this issue should be looked into again. Maybe cap the distance of alumni applying and then divide the rest between 2B and 2C equally. -

For example, Singaporeans flock to NYPS, MGS, RGPS, Pei Hwa, then PRs have no choice but to go Bukit Timah Pri where there are more vacancies left at 2C. I don’t think with a capped PR quota, the residents nearby will flock to Bukit Timah Pri.

PRs still can be PV (Parent volunteer) or do grassroot join RC etc, entered by Phase 2B
knowing that they stand zero chance at Phase 2C,
because
popular primary schools are taken up, \"snapped up\" quickly by SC children, PRs will \"chiong\" for good schools, in Phase 2B, by applying to be PVs.
Why ?
so that they get in one phase earlier, ahead of SC children, by entering at 2B, instead of wait for nothing, no chance at 2C
unless now, with the new rule that restrict (curb) enrolment of PRs,
schools also start (begin) to restrict the number of PRs, when they apply to be PVs
currently, if enter by Grassroot RC Phase 2B route,
RC do not restrict PRs, who choose this route.
PV (parent volunteers) in primary schools, also do not restrict PRs application to be PV, in Phase 2B -

answer lies in the fact that, PRs can still enrol their children
1) under Phase 1 (sibling), and
2) under Phase 2A1 (alumni) and Phase 2A(ex-student) and
3) under Phase 2B (under GRC and under Parent Volunteers)
under above named phases, PR children are occupying seats, that could have gone back to SC children instead
perhaps for a start,
analyze how many PR children,
have been enrolled under highly popular (Nanyang, Nan hua, ACS Barker, ACS Junior, Catholic High, Maris Stella, Ai Tong, Henry Park, Taonan, St Hilda, SCGS, St Nick, MGS, Rgps) primary schools, under above 3 named phases?

all these seats currently occupied by PR children, should rightfully go back to All SC children, first ! -

I think the new regulation is to ward off “possible” and “future” complains that XYZ school is overrun by PR, thus leaving no place for SC (never mind that SC are the ones who didn’t choose them in the first place).
