What are the highly coveted schools, highly sought after, year after year, batches after batches ?
Often, these are the
1) SAP schools
2) schools that are affliated, to good Secondary schools
3) the nine GEP schools (centre)
What does this imply then, to the PRs ?
It means that
If PR already have gotten their child enrolled into a school, through earlier Phase like (Phase 1, 2A1 or 2A2 or 2B),
do NOT come out, withdraw your seat & try your luck balloting at Phase 2C,
because
the curb (contol) is starting this year's batch, PRs may find that they are unable to even ballot at Phase 2C, once the cap (curb / curfew) is being applied
So, this year, if your kid is a PR,
Please do Not raise question in this forum like

My child is a PR.
We stay in Serangoon.
I enrolled my son or daughter under Taonan in the east, under Phase 2A2 as I was previously an ex student there.
But Taonan too far, in the east.
Hence, I wish to withdraw from 2A2 and try my luck balloting into Rosyth primary, because Rosyth nearer my house.
If you try to ballot Rosyth under 2C, as your child is a PR, you may be \"curb\" under the cap ruling this year, for PRs, once the quota has been exceeded.
What happen, if withdraw from Taonan (2A2) ?
- lost your seat in Taonan
- lost your chance to ballot at Rosyth (2C), due to new ruling once exceeded quota
End up, your child go under Phase 2C Supplementary to enrol, but must wait for All the SC children to enrol first -

It’s quite understandable why most of these schools are popular with PR. Some of them are also perennial favorites as backup options with KSP - BTPS, MCS, OEPS, TKPS, etc. The reality for some of them, unfortunately, is that PR have no other alternatives if they don’t pick them... err BTPS, MCS, TKPS etc are neighboring some popular schools where PR wouldn’t even get to ballot. -
Phttthp is partially correct - the PRs have been / are going to do PV/GRL to get into phase 2B to boost their chances.
But, not for the SC popular schools lah. Cos there they have absolutely zero chance.
They will be doing PV at these listed 10 schools.
In fact, when I walked in to Opera Estate PS several years ago to get a PV form, the GO admin asked me, Ma’am are you SC or PR? Cos usually only PR will come to PV. Citizen don’t need to waste your time PV, cos sure straight in.
This is a loophole that allows PR to leapfrog over SCs, as long as they have the time to do PV. -

Notwithstanding, none of the above schools require balloting for SC, regardless of the distance. If SC chooses not to select these schools, that’s not the fault of PR. -

I agree too! And also the point that if the SCs are not picking those schools as first choice, it’s not the fault of the PRs. In fact, the PRs are being very realistic about their situation and making choices based on existing policies. Unlike some SCs who insist on absolute priority, setting aside more places for 2C, restricting numbers available for children of former students, etc etc.

Can someone enlighten me if for example a school has history of balloting for SC >2 KM, if student A live 4 KM from the school vs student B live 6 KM from the school, does student B has higher chance of being ballotted out?

No. Equal chance for both student A and B.
