Hi all I would like to ask if the sports CCA take in students who are doing the sport recreationally or they only take those who have trained competitively?

Is not necessary to have taken the sport competitively. Selection to sports cca is based on trials. Eg. Many S1 boys who do not have experience in track n field who ran fast at the trials are recruited every year.

It is recommended that he chooses the CCA that he really likes since most CCA are organised 2-3 times a week.

Sports CCA are extremely popular and competitive, so usually the ones that have competed with the sport are the ones that will be picked for the sports CCA. But if you are doing the sport recreationally and you are quite good, you can get selected too.
