check, within your own IP school library

        Or

ask your son to check with his seniors inside his IP school, if can borrow their past years' IP exam papers to zap.

Alternately, if u approach your own IP school Teachers, the IP Teachers will tell u that
closer towards exam period, they will give out Mock past year papers to your son's class, to practise

                  No, not for lower Secondary.

Push cart sellers only sell Sec 4 (Standard Chinese & Higher Chinese ) for Top Schools' Chinese past year papers, to prepare Sec 4 students for O-level (bu-hua and gao-hua).
                  But, not for lower Secondary.

                  Why ?

                  Because

during seek transfer into Top schools by Sec 2 students at the end of Sec 2 streaming,

some Top schools will request Sec 2 students to take admission entrance tests, if you check their school website for Transfer Application process and this is where their Chinese past year papers, come into play. Chinese being one of the key (core) subjects, will be used to test these students attempting Transfer.

Hence, they are out of bound, to push cart sellers. Even within their own internal Secondary school library premises, Principal & Chinese HOD (Head-of-department), will ensure that no student can possibly lay hands on past year papers, out of bound, except very near (close) to exam time, eg. One or 2 weeks just before the actual mid-year SA1 or final year-end S2 exam, then laoshi will give students in class some \"Mock\" practice papers, to practise. That's all

                  Example

say, you are a current year 2020 Sec 2 student (born 2006) from a neighbourhood O-level Secondary school, planning (intending) to seek Transfer into an SAP Secondary school.

During the Secondary school Transfer process,

the SAP Secondary school can request that applicants sit for an admission test on Chinese, to assess their proficiency level in a SAP school.

So, the SAP school in 2020 Term 4 late October or November, during Transfer time, can ask you (student, who is seeking Transfer) to sit for a Chinese entrance test, the same, identical Chinese test Paper that was taken by their own internal Sec 2 students in 2020 end-of-September Final-year-end SA2 exam Chinese paper, or maybe take 2019 last year Chinese past year paper to test these students

                  Because

students seeking Transfer are coming in from another Secondary school, which may be a Non-SAP school, where Chinese standard may differ.

                  But,
if you are asking for Non-top schools' lower Secondary Maths past year papers, which is another subject, Yes, push cart sellers can sell, because these are Not Top Secondary schools, after all.

But not for subject, lower Secondary Chinese

If you really want to lay hands on Lower Secondary Chinese past years' papers from TOP schools, you can consider approach Lower Secondary students (and their parents) who are willing to share with you their school's actual Chinese exam papers content, which means their parents and students themselves don't mind letting you know their actual exam marks (score). How many students (and their parents), willing to do this, esp. If they do not know you well ?
