That is the disadvantage of joining Active Community Leaders for getting in Phase 2B. The election boundary may change & you may not be able to get into the prefered school.

Seem like no matter what most important is to get EM.Only EM then can have Phase 2B entiltlement.

Er… what do you mean by electoral boundaries change? I have checked that my postal code show RCs as follows:

        Ulu Pandan Zone A
        Ulu Pandan Zone B
        Sunset Way RC’
        Farrer Gardens RC

So can I approach the above RCs directly on volunteering?

What we mean is that there is the risk that during an election year, the government may redraw boundaries. For now, you may reside in say, Sunset Way, which is in the Holland Bukit Timah GRC, where MGS is. However, if the government redraws the boundaries (which has happened before), Sunset Way may become part of say Jurong GRC and your effort in volunteering there will come to naught, as MGS is not in Jurong GRC.

If you used the CDC web site, I believe it will tell you specifically which RC/NC you belong to, and you will need to volunteer there. Just walk in and fill in the form.

            Hi Citygirl,

Thanks again for further clarification. Guess what! I found out that from postal code, there isn’t any NC in my estate. Managed to speak with someone v. helpful at Ulu Pandan CC and he elaborated further. So, too bad, I can’t even choose this route to be eligible in Phase 2B. For the benefit of others who also stay in private estate like me, you can start your own NC with at least 10 members and do the work and I think you will straight become EM lor… just my guess only (so you must plan very early, say if your kiddo is still 2 years old, I think still have time form one)

              hi citygal & Jav

whether ur place has an NC or nt doesn't matter. As long as u choose 1 NC in ur ward can still get EM eventually

Hmm... I didn't ask PA this question as it didn't apply to my case. Perhaps you can call PA and ask them? Best to get it straight from the authority!

If it is indeed true that you don't have an NC and can start one by getting others to join you, then I think it's fantastic! Get some people together, appoint yoursef chairman (ha ha) and become an EM immediately! But I'm sure you will still have to show PA proof that you've done some work!

I did a little more research and found that the next Singapore General Elections must be called on or before February 2012. If previous elections are any indicator, boundaries will be redrawn some time before then.

What about Justice of Peace AKA Licenced Solemnizer for ROM? Considered community leader?

I'm afraid not. In MOE's words:

\"Current serving executive committee members of the Residents’ Committee (RC), Neighbourhood Committee (NC), Citizen’s Consultative Committee (CCC), Community Club Management Committee (CCMC) and the Community Development Council (CDC) are eligible to register their children under Phase 2B.\"

There are many out there who volunteer their time in various organisations, churches etc. but these are the only ones that MOE recognises.
