I agree the grade bands are similar to O levels grades, Eg A1, A2, B3, B4 etc.
But an important difference is, for O level L1R5 calculations purposes, the students can add up the best scores from their 8 or more subjects. Only certain subjects are compulsory to be used (such as 1 language, 1 humanities, 1 Maths, 1 Science). The rest can play to their best subject strengths.
Whereas for PSLE score, it is compulsory to count all 4 subjects. Even if one subject is particularly weak. Eg Chinese.
The percentage of students getting “A/A* grade for standard Chinese in PSLE was at about 70% as compared to the 40+% for English/Math/Science.
I suppose they do recognise that Chinese is the weakest subject for many students. (It was also my dd’s weakest subject.)
Certain AL band covers quite a wide range of marks though.
Whether a student gets 45 or 64 marks for a standard subject , he gets the same AL 6.

Inside AL system,
they band students as fall under band (1 or 2 or 3 or 4 or 5 or 6 ...), for each of the 4 individual subjects.
E.g.
If a student scored AL 1 for Mathematics,
also cannot tell if the student's PSLE original Maths Raw score is 90 or 100 (upon 100)
Is all numbers now :
band 1 2 3 4 etc.
No more alphabet A, B etc, in the past .
NO more
high A nor low A, nor
high-end of A * or low-end of A *. No more star, anymore -

That said, it's better to perhaps cast a longer view, that the child can continue with HCL in secondary school and beyond, alleviating the need to take 'AO' chinese in 'A' Levels? -

So I believe it is similar under the new system. Distinction, Merit, Pass is first tiebreaker within an AL level for SAP schools. For other schools, it has no direct impact.

benefit in what way ?
When you learn HCL,
it helps to strengthen your Psle bu-hua (Standard Chinese), because
1) you are exposed to more Chinese vocabulary, even though Psle HCL vocab is a mere extension of Psle bu-hua vocab
2) the training of HCL zuowen exposure helps a pupil to strengthen in writing their basic bu-hua zuowen, thereby chances of pupil end up doing well in bu-hua, is there.
3) if done HCL before,
the jump or learning curve into IP Secondary schools where majority of students do HCL in Sec 1 (IP), only minority students don't do HCL in IP schools, is not so steep as compared to another pupil who totally never taken PSLE HCL at all.
HCL (in Secondary schools) is a different ball game altogether, challenging indeed, especially at Upper Sec (3 and 4), because if you dont develop this habit of reading widely, got problem in your zuowen.
Lower Sec HCL up to Sec 2 mid-year (SA1) is not an issue, because ask you to write essays is like an extension of asking you to write your past P6 PSLE HCL, \"qin jing\" zuowen, where majority HCL students still can cope. So, this one, not so much an issue.
After Sec 2 Mid-year exam over, come Semester 2 onwards, schools will start to introduce \"yi lun wen\" essay gradually, bit by bit, so that students get used to it slowly. Once come Upper Sec, where all the \" argumentative \" essays step in, need to present your views, have maturity of thoughts, expectations begin to differ ... can be challenging.
4) under admission into SAP Secondary schools, Yes, your HCL score is taken into account, considered.
However, one also must be realistic too !
- If a pupil is barely coping or surviving with EMS these 3 fundamental core subjects, then can forget about HCL, or
- targeting purely Non-SAP schools because student strongly disliked Chinese a lot, no interests in Chinese, already struggling with basic bu-hua, and some students hate Chinese so much to the extent that they wriggle their way around, try ways and means to appeal to MOE to \"siam\" Chinese by asking MOE for an exemption, these students can also forget about HCL.

The only similarity is the advantage (old and new) applies for SAP secondary schools only.
The big difference is, under the new system, scoring well for HCL does not add points to “leapfrog“ over someone without HCL. Example, a raw 7 pointer without HCL will still get into the SAP school before any 8 pointers (pass/merit/distinction) can get in.
Note that even if never take HCL at P6, still can enter SAP schools and take HCL in Sec 1 if meet MOE’s overall criteria (which has been relaxed slightly).
Whereas under old system, a raw 258+3 is counted as 261, will get to leapfrog over a raw 260 who did not take HCL.
