Not a gift. Must pay from Edusave account. But MOE made special Edusave top up of $200 for this scheme.
So I guess $200 of it is “free”. -
I think the device is discounted a fair amount too (vs. paying retail). Whether or not you believe that is "free" is open for debate. Rough guess is that with discount and top-up the add’l cost may be ~50% of retail (caveat is that I haven’t checked all of the specs/programs added on to the different models).

OT:
Hi, I agree with MiG's interpretation. My older kid's school already has a similar device plan in place (since Year 1), & the device he owns for that purpose still works well, so we did not concern ourselves with the recent details. On the other hand, my younger kid's school says they will provide more information ~semester 2, but he already owns a personal device which he lugs to school regularly, so I doubt we will need to utilise that too. However, if the package offered is attractive enough, we may purchase another gadget as a backup? -

I think you guys are using Apple Device? Are students allowed to bring Windows based device or must use something running Apple OS (iPad or MacBook)?
The school will choose a device, and the students/parents will need to top up the difference between the subsidy and the actual cost of the chosen device. For us, we already know which device and how much to top up, and when we will be getting it.
My boy's school selected Windows based device and he must either purchase or bring something running Windows. I'm indifferent but didn't realize this was the case before. Thought it was more of a) bring your own device (whatever it is) or b) chance to purchase discounted device through school. -
hello

Unfortunately, I think you will need to wait to hear from the school. The school's website on DSA does not specify what the Leadership DSA students do for talent development or CCAs. I believe some schools put Leadership students in certain Uniformed Group CCAs (i.e. cannot apply for soccer team) while other schools put the students in specific trainings, student council/prefects, etc (may be able to apply for soccer team).

For DSA application, per school : applicants can apply for MAXIMUM 2 DSA domain, per school.

But if you are successful in DSA, school will offer you only ONE domain, ie. The stronger (better) domain which they deem you to be, after the DSA tests / interview are held. School won't offer candidates 2 domain and then ask the candidate - ok now, tell me which domain you want to accept ?
Thus, your P6 son should analyse : which domain he is stronger or better in, or higher chance of clinching the domain and also
answer truthfully which area of interests (passion) he possess, to last him to be able to fulfil and honor the DSA contract (assuming pupil is successful), over the next 4 years ahead.
Your son have to be honest, evaluate himself :
between applying for Leadership vs. Cca (soccer) -
which one does he think he has a Higher chance of clinching Riverside Secondary DSA offer ?
If he were to consume (eaten up / swallowed ) maximum 2 DSA domain per school, since Total allowed is 3 DSA application slots, means he is now left with one more last Secondary school to attempt DSA, instead of two more schools to try -

For DSA via leadership, u will not be tied to any CCA. U can apply to any CCA u are interested in. The kids will be required to undergo a trial for the CCAs he/she is keen in. -
