I applied using a BUC last year for my #2. The VPD on S&P was early Jan 2023, so technically the VPD date is about 1 week later than the required move in date of 31 Dec 2022. I wrote in to MOE and also call the school to double/triple check if I can still use the new address for application. Sent in the S&P for their verification. They gave me the green light, so I went ahead to use the new address. I had to sign a letter of undertaking though after we got in to the school, to acknowledge that we have to move in by Dec 2022 or the school reserves the rights to transfer my son out.
MOE based the date on the delivery of vacant possession as stated in your sales and purchase agreement. Since the S&P is probably inked some time ago, delay in completion due covid doesn’t affect MOE requirement. You can physically take possession and move in at a later date, MOE doesn’t care.Pearphilic\" post_id=\"2029739\" time=\"1625737395\" user_id=\"193645:
Hi Floppy
Yea I have read this part:-
See: MOE's Address used for registration under the section \"Using the address of a new property\".
\"The vacant or delivery possession date of the new property you are moving into must be within 2 years of your child’s entry into P1”
I like to check since the completion of most new property are delayed due to covid19, is there any one that is experiencing this? Do I have to write in to MOE?
It won’t make sense if someone had purchased a unit originally due for completion more than 2 years after the kid enter P1 and then argue that it has been delayed further by Covid. The point is, so? Without Covid, the Buyer won’t be able to meet MOE requirement also.
At the moment the progress at site looks promising.. and we should be able to move in before end 2022. (fingers / toes crossed nonetheless).
So i guess if you are in doubt and need clarification, please give MOE and the school of your choice a call / email to clear your doubts -

At the end of the day, the VPD on S&P can only serve as a guide and MOE has to decide how far out is “out”? In your case it’s less than a month from 31 Dec, which probably sounds reasonable to accept considering that most projects complete way ahead of schedule (developers need to get paid by the banks / owners, long datelines in contract are more to safeguard developer’s interests etc). That said, even in your case, note that MOE still didn’t waive the 2 years from P1 dateline.
It’s a good suggestion to verify with MOE whether they can accept the VPD on the S&P before registration. It would be terrible if they reject your application after closing or leave you with very little time to work out an alternative. -
Riding on the home address topic, have there been any successful appeal to continue staying in the same school despite not being able to stay for 30 months?
Called the MOE hotline and all I am hearing is the repeated sentence MOE has the right to transfer the student out. This is so frustrating.
Thanks. -

I think the answer depends on the “why” you aren’t able to stay for 30months. Hence, without the “why”, I don’t think anyone can answer without invoking “the right”.

Acceptable reasons are likely due medical, building collapse, evicted by landlord / HDB etc, ie on compassionate ground. If you can’t stay because you want to sell house and buy somewhere else, the answer is probably no unless you are moving within the same or better distance priority. -
I explained the ‘why’ but the MOE was still sharing the standard statements over and over again. Asked for higher officer to help, but was advised that this can only happen when we formally initiate the process.
Anyway, moving house due to taking care of elderly parents one who is fully bedridden hence need a bigger home. Based on experience, is this acceptable? -

Examples suggested by MOE that will “pass”:
…compelling grounds to justify the change in residential address, e.g. severe economic hardship or matrimonial disputes that necessitates the move.
Other reasons are unlikely to pass scrutiny.
You can buy a bigger home within the same distance bucket to continue fulfilling your 30m obligation. Unless you have severe economic hardship that cannot buy that bigger home. -
Hi Parents,
If I have used my Building under Construction (BuC) address for Phase 2C application but did not manage to secure a slot, I’ll be falling into Phase 2C(S).
Under phase 2c(s), can I then change the registration address to my current place of residence (which belongs to my next of kin ?)
Any requirements which I need to be cognisant of? -
May I ask if we are able to rent a unit within 1km of the school, and during the 2year lock-in period change to our official new house which is also within 1km? Reason being that the new place will only be ready somewhere in between the lock period…
