In my own simple mind. The lack of disclosure on day 3 is causing a lot of people to think day 2 numbers are final. Same things with my work colleagues. Some thought day 2 numbers = close shop….

For Phase 2C, previous years are the same as well. For example in 2020 they also update the numbers and balloting distance on the day the same day.

MOE has introduced computer balloting for P1 registration and I believe everything is now handled by MOE.
This could be the reason why it needs a few days to process the application to ensure information are verified.
Even after the pandemic, we are unlikely to return to the old system of manual balloting at school. -

It serves little purpose on day 3, to put up an unverified day 3 number plus without the balloting range.
