Oh. In that case, you will have to get phase 2B affiliation by joining SHHK. But be careful here:
1. Even as a SHHK member, you are still limited by the number of places you can get for Nan Chiau. They may already have too many members trying for Nan Chiau.
2. The competition for Nan Chiau in Phase 2B has been steadily increasing from no balloting in 2017, to balloting for those who stay within 1km in 2021! As you stay >1km, I fear you might not even be able to ballot even though you paid for the SHHK membership.
One needs to clock a minimum number of hours of volunteer work for SHHK schools, then have chance to get the 2B recommendation letter. -

Their PV system is centralized

If ATS needs manpower for morning traffic control, they request from SHHK.
SHHK will get from their existing PV pool to supply to ATS.

That will defeat the purpose of PV completely. PV is for the parent to know the school better. If SHHK maintains a pool of PVs that it routes to different schools depending on the schools' needs, parents may not be assigned to their school of choice. MOE/SHHK should stop this practice.

Well, one can say that GRLs do not get to know the schools directly either, since they serve the residents not the school. Why are they under 2B then…also the religion-based 2B…
