You will most likely have to ballot for Rosyth > 2km in the new Phase 2A, if there's a chance at all. If your in-law's are living in the vicinity, you can make consider making a declaration if you meet the conditions to use a caregiver's address. That will bring you to within 2km. It's not great but will definitely have better chances than > 2km. Otherwise, there's nothing much you can do about it apart from moving house to within 1km.

You will most definitely get into Rivervale in the new Phase 2A. Thus, you could wait for the figures of Rosyth on Day 1 before deciding between Rosyth or Rivervale.

Should you choose to ballot for Rosyth and fail to get in, you are down to Elias Park (ballot for SC < 1km), Meridian (shoo-in for SC < 1km) and White Sands (iffy since it is between balloting for SC 1-2km and SC < 1km). Pasir Ris is a no-go since it will ballot for SC < 1km. Assuming you enjoy balloting, you can pick Elias Park or White Sands, with Meridian as the final option for Phase 2CS.

Thanks @floppy for the in-depth analysis! Just to add,

      https://i.imgur.com/fi1SuFR.png\">

Look at the columns '2C balloting'. For White Sands, it is either 5 or 6. For Pasir Ris, there are more 6 and only one 5.

5 means balloting occurred within 1-2 km.
6 means balloting occurred within 1km.

There's still some hope for White Sands as the balloting is less intense, but I wouldn't hold my breath for either school.

Thanks floppy and ChiefKiasu for the analysis and suggestions! It's very helpful. Good point for me to wait for the figures on Day 1, I think this would help me make a decision. Unfortunately my MIL stays slightly out of 2km, so there's nothing much I can do about increasing my chances to apply at Rosyth.

As for 2C, looking at the stats, I have zero chance at Pasir Ris Primary, and still have a risk to try out for White Sands Primary. So i'll have to re-evaluate again on my options for 2C. Thanks both!

        Hi parents!

I need to register my son next year (2023) for his primary school and I’m in a dilemma.
We are SC and living within 1km of Kuo Chuan and St Gabriel’s Primary school.

We are eligible for Phase 2B for St Gabriel and phase 2C for Kuo Chuan.

Based on quality and the phase eligibility, which would you recommend?

I’m guessing Phase 2B is by way of religious affiliation. In that case, by phase priority and religious connection, St Gab is the logical option.

However, if you have a younger daughter in addition to your son, KCPPS would make better sense.

From our past records, it appears that from 2015, St Gabriel does not require balloting in Phase 2B based on the new 1/3 rule for Phase 2B. So you will most likely get a place in St Gabriel. I would suggest that you go for it. The competition for KCPS in Phase 2C is crazy and likely to require balloting for those staying at least 1-2km away. Not very good odds.

I think she is staying within 1 km of both schools. Therefore, should be fairly low risk for KCPPS.

There's another way of deciding which school to choose:
If you stay east of the CTE, i.e. Braddell Heights estate, or Golden Hill Estate, choose SGPS.
If you stay west of the CTE, i.e. Bishan, choose KCPPS.

Yes I live within 1km of both KCPS and St Gabriel.
In fact, KCPS is literally just across the street from my block. So it would be very convenient.
Hence my dilemma whether I can risk it for Phase 2C for KCPS or should I forego it and go for Phase 2B in St Gabriel....

For balloting SC over 2kms vs PR within 1km, SC will get the seat?

Balloting can happen at Phases 2A to 2C Supplementary of the Primary 1 (P1) Registration Exercise. Learn when that happens, how it is done and who gets priority.

Under all situations, SCs will always have priority over PRs.
