yes, agree the changes to the rules have disadvantaged Phase 2B . Under the new rules, phase 2B will have at most 20 places and any remaining places after Phase 2A, only 1/3 will be added to Phase 2B and 2/3 to Phase 2C.


Also, under the new GRL rules, GRL can apply to any school within 2 km of their address. This is a big factor in my view and could easily disadvantage school parent volunteers who stay more than 2 km from the school. therefore, i think that GRL applicants are likely to stay put even if Phase 2B is subject to ballot based on current numbers as they are already in an advantageous position in terms of distance.

therefore, the swing factor versus current phase 2B numbers may be late applicants. Good luck to all phase 2B applicants, including myself. ;D

I didn't work the numbers this year so I probably didn't notice. Nevertheless, that's an interesting observation.
Frankly, with or without this rounding up / rounding off, I think Phase 2B is being squeezed the hardest following the new changes.

Last year (2021), the most oversubscribed school at 2B was Tao Nan at 285%. The numbers would be fiercer this year, with less allocation to 2B from 2A leftovers. I had assumed that the typical-20-vacancies-school would have similar oversubscription this year, but seems like the applicants have jumped in some schools, for eg, MGS, the p2B applicants was 39 and 45 in 2020 and 2021 respectively and it is already 65 in day 1 for 2022. (320%).

On the other hand, some schools could still have many Day-2 P2B applicants, like Maha Bodhi, p2b applications were 53 and 52 in 2020 and 2021 respectively and it is only 23 on day 1 this year. Another one is Holy innocents, p2b applicants were 58 and 47 in 2020 and 2021 resp and it’s only 36 right now.And also SJIJ, p2b applications were 82 and 98 in 2020 and 2021 reps and its only 37 right now.

Still many p2b applicants not yet registered on first day.

For Tao Nan, this year is actually better than last year as there were only 20 spots left, this year is currently at 23. Somehow 2A wasn't fully subscribed. Not that additional 3 spots will not make a big difference to the %.

Overall, the applicants is just 5% lower than last year, which is more or less in line with the overall intake difference between the year. HIPS actually has an increase in applicants if we compare day 1 vs day 1 2021 figure. We have lower applicants for MSHS and SJIJ, more like people are sitting on the fence to see which one to apply, but no matter what they plan, those >2km are very much at risk of not getting any balloting chance. MGS, ATS and Xinmin numbers on day 1 are already more than 2021 2B day 2 numbers. Overall, day 2 numbers are around 30+% more, but they are from the usual suspects.

I noticed something when working with the numbers yesterday.

In the past, when Phase 2B and 2C are \"equally\" divided, where there's an odd number like 85, Phase 2B will be rounded UP so it will be:
Phase 2B gets 43 while Phase 2C gets 42

Now with the changes of phase 2B getting only 1/3 of the remainder, the numbers are rounded OFF, so it becomes:
Phase 2B get 28 (85/3=28.33) while Phase 2C gets 57.

The difference was that many schools was missing 1 place in their Phase 2B offerings that could have gone to some lucky folks. Well, those folks are not so lucky anymore :sad:

For the schools I’m targeting, it is a round UP. So in your example, Phase 2B gets 29 and Phase 2 C gets 56. The missing 1 place in some schools might be due to twins instead of the the rounding.

Having accepted 164 and 127 applicants for Phase 1 and 2A, they are already among the highest sign up so far (I think only NYPS has more). Total cap of 360 places is also number 2 behind NYPS.

I think even Tao Nan finds it hard to fill 300 students in Phase 1 and 2 in a slightly low birth year.

Am wondering if schools would call us up if there really is no chance even for a 2km ballot? So we could go apply somewhere else before the 4pm deadline and not waste the spot. This happened to me some 10 years ago when I applied to a popular school for my older boys.

No. It's applied through the system now. Hence, schools aren't any wiser about the breakdown until the registration process for that phase is over.

It’s just a matter of simple maths.


(1) if the remainder number is divisible by 3, no rounding required

(2) if there is a remainder of 1 after division by 3, 2B will round down (0.333…) and get 0 more and 2C will round up (0.666…) and get 1 more seat

- compared to old system, if there is 1 remainder seat left after dividing by 2, it goes to 2B (you can say 0.5 round up can go to either phase but it seems that MOE decided the first phase that takes place gets to do the round up first) > i.e. 2B is worse off than before

(3) if there is a remainder of 2 after devision by 3, 2B will round up (0.666…) and get 1 more seat and 2C will round down (1.333…) and get 1 more seat as well

- compared to old system, if there were 2 seats, 1 each goes to phase B and C as the denominator was 2 (2/2 = 1) thus no difference

Hi all, any insights/thoughts on NYPS for phase 2c? I am currently living within 1km, and unfortunately it’s the only option we have as we have a 2016 boy. And would Bukit Timah Pri be a safe 2cs option? It seems like it would likely go into balloting for >2km. Thanks in advance

It has been and will always been competitive. There are twice as many seats this year in 2C (20->40) but there will be a lot more applicants. I have personally heard of quite a few people moving to 1km to have a try once they heard about the news on increase in reserved seats. It will probably still be better odds than last year (1:3) maybe 1:2 but still fierce.


But there is not much point in all these discussion above because you don’t have much other choice nearby anyway and it costs nothing to try. Unless you are thinking of applying on 2C to a school much further away but does not require balloting. I don’t see much value in giving up a chance at nyps and go straight to say Bukit Timah Primary School or Queenstown Primary School in 2C for more certainty but I don’t know maybe some would consider it.

BTPS is shoo in ar 2C but probably requires balloting for more than 2KM for 2CS, if you fail to secure a seat at NYPS in 2C you can risk balloting again in 2CS for BTPS, or go for New Town Primary School which had never filled up in 2CS so far, it is also nearer to you than BTPS.
