My daughter took the PSLE under the old system. She did not take HCL and did not get A* for PSLE, only an A. But she still took HCL in SCGS. In SCGS, the criteria to take HCL lies with the overall T-score (or AL score). So long as the child qualifies and receives the MOE option to do HMT, she can do so, regardless of PSLE results for MT. At least, this was the case for my DD previously

But your daughter is in the IP track.
By default, IP students take HCL. The reason why school want IP students to take HCL is,
so that
by the time they finished Year 4 (IP), before entering Eunoia Junior College (Year 5), IP students have already cleared Higher Chinese, no need to be burdened by Chinese anymore, in E JC (1st year).
Parent (pink melody) here is asking about HCL, in the O level track, not IP. In O level track, not all Sec 1 students take HCL. -

I asked that previously at the Open House and in my DD's year, all O level and IP kids are given the HCL option if their AL/Tscore allows them to, i.e. usually within top 10%. -

OR
call up the school, ask to speak to the Chinese HOD (SCGS) over the phone,
inquire ( clarify ) whether
SCGS conduct any Chinese proficiency entrance test,
for students who are interested to take up Sec 1 Higher Chinese ?
There are only two possible outcome.
A) if the answer is Yes,
confirm with them the exact date, time, venue of the Chinese test to be conducted, for a proficiency test check to take up HCL.
B) if the answer is No,
then,
clarify with the Chinese HOD :-
What are the end of Sec 1 year end (October) conditional \"criteria\" requirements,
to take up 2024 Sec 2 HCL,
starting in January 2024 ?
That is, minimum,
how many marks must an end of Sec 1 (SCGS) student score in their
- Standard Chinese (pu-hua),
- English
- Maths
- Science
- Humanities,
BEFORE
the school (SCGS) is willing to consider let students start Sec 2 Higher Chinese ?
In the meantime,
what can your daughter do, throughout her whole one year of 2023 Sec 1 so long, four school Term from
Term 1 to Term 4 ?
You can
enrol your daughter into a suitable tuition centre that offer Secondary school Higher Chinese tuition, to help her catch up in Sec 1 HCL, thus preparing her to take up Sec 2 HCL.

- An overall PSLE Score of 8 or better
- An overall PSLE Score of 9 to 14 and get AL 1 / AL 2 in MTL or Distinction / Merit in HMTL
- Schools will also have the flexibility to allow students who do not meet the above criteria to offer HMTL, if they are assessed to have exceptional ability in MTL and are able to do HMTL without affecting their performance in other subjects
You can check with the school on point 3 above if she does not qualify for the first 2 points.

Don't know about your child's primary school but mine in primary school already don't have textbook. So it is not a surprise secondary also don't have.
