“You” refers to the government / MOE.
The allusion here is that “you” won’t allow ACS to build any more new schools (private / international school is a different matter).
It’s not a situation that only ACS face. Since the Education Act came into place in 1983, there hasn’t been a new government-aided school added to existing ranks. I know of other bodies wanting to build new schools but their requests have also been turned down. The situation is unlikely to change in the near future. -

Suppose ACS(P) P6 cohort size is around 320, 40% are girls and the remaining 60% are boys
Out of the 192 boys, supposed 15% are from GEP classes which should eventually end up IP program
Out of the remaining 163 boys, 60% are Christian and prefer to go mission school
Out of the 97 boys (60%), 50% will choose to go back to ACS (B) due to location, AL COP (maybe too low)
Out of 48 boy, 20% may op for other schools
With just 39 boys per cohort, it may be difficult to justify setting up a new mission boy school in the Tengah. Even if we include the girls, the potential students may not be more than 80. With this number, I am not sure if ACS can justify setting up a decent secondary school in the Tengah. -

1) ACSI is first and foremost, an IP school, not typical O-level school.
It so happen that under IP, her curriculum is IB.

2) ACSI Secondary school students & parents, will definitely object, oppose strongly, if anyone dare to touch their ACSI, to shift from their comfortable Dover location, to so far away Tengah !
Dont forget, many influential & rich ACSI parents, around. Some Ministers inside PAP are parents / grand parents of ACSI -
